    yes, the western model has been adapted to local conditions with least regard for realities.yours is an eyeopener , or should be . many of the benefits advertised by the government never reach the targeted audience. language block, cultural inhibitions, intimidating environment and of course callousness of the staff.
    by the way, what steps are taken by these institutions to help the specially abled ? though it is the stated policy of the government!
